《钦定康济录》是中国历史上第一部由皇帝钦定并颁布全国的荒政史籍。清代自然灾害的频繁、荒政制度的完善和荒政史籍的丰富是《钦定康济录》产生的原因。该书的产生经历了清陆曾禹编《救饥谱》未刊,到倪国琏检择进呈给乾隆皇帝,最后被乾隆钦定刊刻,颁布全国三个阶段。颁布后,被广为流传。

Qin ding Kang ji lu（钦定康济录） is the first historical monograph on famine disaster relief history compiled by Lu Zengyu and promulgated nation-wide by the imperial order of Emperor Qianlong in the history of China.Frequent occurrences of natural disasters in the Qing Dynasty,improvement in the famine and disaster relief systems,and abundant historical records on relief work previously had all contributed to the monograph of Qin ding Kang ji lu（钦定康济录） coming into being.This book is promulgated through three phases.The first stage was the unpublished version of Jiujipu（救饥谱） compiled by Lu Zengyu.Second,the book scripts were presented to Emperor Qianlong for inspection.Third,under the aegis of Emperor Qianlong,the final version of the book was published and promulgated nation-wide.Since its publication,the book had been widely circulated henceforth.
