Research on Strategy of Henan Province's Constructing New Industrial Focus in China

从河南三次产业结构现状;第一产业大而不精,附加值低;第二产业大而不强,自主创新能力较弱;第三产业发展缓慢,现代服务业滞后等问题入手,提出了巩固加强农业基础地位,促进农村经济全面发展;强化产品结构调整,以技术改造为重点推动工业内涵式发展;实施战略支撑产业和先导产业发展的激励政策;开放合作和承接产业转移,加快产业产品结构调整;加快发展服务业,培育和形成区域创新和区域发展新要素的具体措施。

To build a modern industrial system is the key to build the Central China economic zone.It becomes a focus how Henan province forms a growing ability and constructs the new industrial center in China through readjusting the industrial structure to face the competition between different regions.From the problems existed in the three industries,that is,the first industry is big not fine with low added value;the second industry is big and weak with weak capacity of self-innovation and the third industry is developing very slow,it is proposed that agriculture be strengthened to promote rural economy;product structure be adjust to promote the connotation development with the key of technical reform;the encourage policy be adopted so that strategies can support industry and leading industry can develop;cooperation be open and industry reform to speed adjust of industry structure;service industry be sped and measurements of forming region innovation and developing the region be taken.
