摘要
人事代理制度是医院人事工作改革的重要举措。公立医院通过该项制度的实施,推动了医院人员结构优化与诊疗业绩的提升。但值得注意的是该制度本身隐存着的一些制度建构不足、负效应前期预估不够等问题,导致该制度在实践过程中暴露出对代理人员人性漠视、报酬不公平、职业生涯局限、社会保障缺失等现象,损害了人事代理人员的工作积极性与职业稳定性,而代理人员的工作不良状况又最终将通过链式反应影响到医院的健康发展。因此,本文对该项制度的实施情况进行了深刻反思,并从人性需求的角度提出了相关完善措施。
Hospital personnel agency personnel work system is the necessary measure of reform,and promote the hospital and clinic staff structure optimization to enhance performance.But it is worth noting that theorists of the system that exist in their own implicit system of construction deficiencies,lack of negative effects of pre-estimated,resulting in the process of practice revealed disregard for human agents,unfair pay,career limitations,Social Security missing and many other issues,damage to the personnel agency-based staff motivation and career stability,and ultimately affect the chain reaction through the healthy development of the hospital.Therefore,this paper somewhere on the system in the public hospitals more than the implementation of the empirical research and deep reflection,from human needs point of view put forward relevant improvement measures.
