低碳城镇地区控制性详细规划的探索——以江阴市申港地区控制性详细规划为例

Exploration of the Regulatory Detailed Planning of Low-Carbon Urban Areas--Take the Regulatory Detailed Planning of Shengang,Jiangyin City as an Example

简要阐述了低碳城镇地区的概念及构成,分析了江阴市申港地区目前实施低碳小城镇建设的现状,并以其为例,提出了实施低碳城镇地区的目标评价体系在控制性详细规划编制方面应由环境要素、资源要素和社会要素三部份组成,并且对三个要素在规划编制中如何确定进行了探讨。同时对控制性详细规划的几个具体控制指标如何达到低碳目标提出了初步设想。

This article gives a brief account of the concept and the formation of low-carbon urban areas,analyzes the current situation of the construction of low-carbon small town of Shengang,Jiangyin City,and takes it as an example,suggesting that the objective evaluation system of urban areas implementing low-carbon construction should be composed of three parts including environmental elements,resource elements and social elements in the formulation of regulatory detailed planning,and discussing how to determine the three factors in the planning formulation.Besides,it proposes tentative ideas about how to achieve the low-carbon objective for specific regulatory indicators of the regulatory detailed planning.
