上海的语言生活具有语言种类多、语言需求多、语言矛盾多的特点。针对这些特点,上海语言规划的基本价值取向是"协调好语言的多样性问题",核心任务是处理好普通话、英语和上海话三大优势语言(方言)之间的关系,基本措施是培养市民的多语言能力、交际领域的语用规范化管理、非交际领域的语言文化建设以及构建城市语言服务体系。

Shanghai has a variety of languages,different language demands and conflicts.The basic goal of language planning in Shanghai is the ＂coordination of language pluralism＂.Its core task is the harmonious coexistence among Putonghua,English and Shanghai dialect,and the measures to be taken include the training of the citizens＇ multi-linguistic ability,the standard use of linguistic communication,the linguistic and cultural construction in the non-communicative domain,and the construction of an urban language service system.
