参与民主理论的建构源于对代议制民主核心概念的批判和重构。理解参与民主理论离不开对一些术语的重新认识。这些术语包括政治、公民、参与及平等等。参与民主理论的有效性不仅来自相关术语的重新概念化,而且依赖于包括人的政治属性、可欲求的参与性社会、参与的教育功能以及公民自我转变的意愿和良好学习能力在内的潜在价值预设。参与民主理论的发展对我国当前正确处理政治民主与政治权力、政治安定之间的关系以及深入推进我国基层民主建设具有重要的借鉴意义。

The construction of participatory democratic theory originated from the critique and reconstruction of the core concept of representative democracy.Understanding participatory democracy should re-recognize these terms.These terms include politics,citizen,participation and equality.The effectiveness of participatory democracy depends not only on the re-conceptualization of the relevant terms,but also on the potential value presupposition,including the political nature of human,the desired participatory community,the educational function of participation and the will of self-transforming and good learning ability of citizens.The development of participatory democracy has important theoretical significance on handling the relationship among political democracy,political power and political stability and further promoting the construction of grass-roots democracy in China.
