多年来,随着水土保持法的贯彻落实,陕西水土保持工作走上法制轨道,法规体系逐步健全;生产建设项目的监督管理进一步加强,建设了一批"三同时"示范工程,查处了一批违反水土保持法的重点案件,有效遏制了人为水土流失;持续加强监督机构和队伍能力建设,使监督管理体制机制逐步完善,建立了五级监督网络,实现了监督管理信息化,水土保持技术服务体系不断壮大,保障了工作的有效开展;加强宣传,使全社会的法制观念普遍增强;持续加快了水土保持综合治理步伐,发挥了防灾减灾、改善民生的作用;率先在全国建立了水土保持生态补偿机制,建立了多元化投资格局,促进了全省经济社会发展和生态文明建设。

Over the years,as the Water and Soil Conservation Law is implemented,water and soil conservation in Shaanxi is on the legal way.Legal system is gradually improved,product and construct projects supervision and management is further strengthened,a group of 'three simultaneous' demonstration project is built,a number of cases of violation of water and soil conservation law is handled,man-made water and soil erosion is controlled effectively.Continued to strengthen institutions and team capacity building,mechanisms of supervision and management is improved gradually,five monitoring network is established,supervision and management of information technology is achieved,growing water and soil conservation technology service systems ensured the effective the work.Continued to strengthen the publicity,the whole concept of legal community is generally increased.Continued to accelerate the pace of the comprehensive management of water and soil conservation,disaster prevention and mitigation play the role of improving people's livelihood.Taking the lead in water and soil conservation establish ecological compensation mechanism in the country,diversified investment situation is established,promote the province's economic and social development and ecological civilization.
