中国改革开放经过30多年的长期实践,已经积累了一定经验,应该在改革与发展两大方面进行科学的战略替代。我国改革与发展必须逐步走出"摸着石头过河"的模式,加强明确的战略规划性和持续的健康运转性,实现科学发展和跨越发展的新境界。

After 30 years practice,in the process of reform and opening-up,China has already gained certain experience;it should make strategic substitution from two aspects of reform and development.In China,reform and development must step out of the model of ＂test each step before taking it＂,strengthen the explicit strategic planning and continuous healthy operation to realize the new frontier of scientific progress and spanning development.
