It is an important task for all the Soviet departments to understand and implement the New Economic Policy, because the New Economic Policy is major adjustment to the Soviet policy. As the main advocacy organization, the Political Education Committee undertakes the specific task of promoting the New Economic Policy. First, it must interpret the policy correctly to guide the people with scientific theories and fights against all kinds of erroneous ideas. Second, it must combine the political education with the cultural education to raise the cultural level of the masses. Only by this way, can it enhance the ability of the masses in politics. Lenin＇s thinking has an important significance on today＇s political education.
