广东省体育公共服务均等化现状与路径选择

Current Situation of Equalization and Path Selection in Public Sports Service in Guangdong Province

运用文献资料法、专家访谈法和实地考察法等,对广东省体育公共服务均等化现状进行调查。结果显示:广东省区域之间、城乡之间,在体育场地设施、体育活动、体育指导力量等方面存在不同程度的非均等化现象。广东省体育公共服务均等化路径包括供给主体社会化、供给模式多样化和供给方式市场化,应采取发挥政府主导作用、建立公共财政预算机制、实施均等化绩效考评等措施。

Using methods of literature review, expert interview and field investigation, the present paper researched the current situation of equalization of public sports service in Guangdong province. The result shows that there exists different leveled non- equalization in sport facility, activity and guiding resources between different regions, and urban and rural areas. The equalization paths for public sports service in Guangdong province include socializing service suppliers, diversifying supplying modes and marketizing supplying methods. The paper also put forward the following countermeasures： giving full play to the leading role of the government, establishing public financied budget mechanism and implementing equalization performance appraisals.
