摘要
本文总结了湖南省"十一五"时期林业发展的主要发展业绩、发展亮点及发展经验,分析了林业发展中存在的主要问题以及当前的林业形势,展望了湖南省"十二五"林业发展。指出"十二五"时期全省林业工作的总体思路是:围绕一个主题,突出两个重点,完善三大体系,强化四个基础,建设绿色湖南。一个主题就是深化改革创新;两个重点就是抓好森林经营和统筹城乡绿化;三大体系就是林业生态体系、林业产业体系和生态文化体系;四个基础就是设施基础、政策基础、科技基础和人才基础。
In this paper, the achievement, brilliant point and experience in forestry development of Hunan during the period of the E- leventh Five-Year Plan are reviewed. The existing problems in forestry development and the current forestry situation are analyzed. Then, the development prospect of Hunan forestry during the period of the Twelfth Five-Year Plan is stated. The overall plan of forestry development in Hunan is as follows ： 1 ） deepen innovation ; 2） carry out well forest management and coordinate urban-rural afforesta- tion; 3 ） perfect forestry ecosystem, forestry industrial system and ecological culture system; 4） strengthen facilities foundation, policy foundation, technology foundation and talent foundation.
