Investment Control in Design Stage of Railway Construction Project

投资控制贯穿于铁路建设项目的全过程,而设计阶段对投资控制起着重要作用。文章首先介绍了设计阶段投资控制的重要意义,其次分析了我国铁路建设项目投资控制中存在的问题,最后从优化设计方案、推广标准化设计、推行限额设计、准确计算工程数量和正确选择定额、加强变更设计管理、严格审查初步设计概算和施工图预算等几个方面提出了加强设计阶段投资控制可以采取的措施。

The investment control impenetrates the whole process of railway construction projects.And the design stage is very important to the investment control.First,this paper described the important significance of the investment control in the design stage.Second,the article analysed the problems of investment control in our railway construction project.Finally,the paper discussed some policies and institutional measures,from optimizing the design project,generalizing standardization of design,pushing the limitation of design,truly accounting the engineering scalars and choosing ration,intensify the management of alteration design,to sternly censoring the budgetary estimate of the pilot design and the budget of the shop drawing.
