通过对我国土地管理方面出现的种种弊端以及对耕地资源的严峻形势的分析，提出在我国实现土地用途管制的必要性，并分析了土地用途管制制度的特点，进而提出当前我国土地用途管制的重点区域、主要任务和实施措施．

Based on the drawbacks of the land management and the severe situation of arable land resoure, the author points out the necessity of the regulation of land use in China. Furthermore, the paper discusses the characteristics and puts forward the present main task of the regulation of land use in China.
