黑龙江省和谐自然保护区构建的评价

The Construction of Assessing Index System of Harmonious Nature Reserve in Heilongjiang Province

根据和谐自然保护区的评价指标体系,采用了问卷调查、访谈等方法,对黑龙江省4个国家级自然保护区进行和谐自然保护区构建进程与水平评价,结果表明:呼中、扎龙、牡丹峰、三江4个保护区的和谐度得分分别为77.92、76.44、70.095和73.33分,说明4个家级自然保护区都处于比较和谐的水平,无一达到完全和谐水平。根据测度分析结果,提出了提升保护区管理的有效性、协调与周边社区的关系、打造和谐自然保护区示范区等对策建议,以推进黑龙江省和谐自然保护区的构建。

This paper,adopts to the method of the survey,interview,to carry out the evaluation to the harmonious degree of four typical area nature reserves（Huzhong,Zhalong,Mudanfeng,Sanjiang）in Heilongjiang province applying the index system of the harmonious nature reserve.The result shows that the harmonious degrees of four nature reserves are respectively 77.92,76.44,70.10 and 73.33,that means these reserves are on the level that is only half harmonious.According to the result the paper puts forward the strategies which are helpful for the construction of the harmonious nature reserves in Heilongjiang province including to improve the effectiveness of reserves management,to harmonize the relationship of reserves and concerning communities and to construct the model reserves.
