我国土地储备制度之完善

我国土地储备制度已在全国大部分市县得以建立,虽然土地储备制度的实施取得了一定成效,但作为新的土地供应方式,法律支撑条件还不完善。文章从具体的制度,包括土地利用规划制度,界定公共利益的范畴,政府优先购买权制度,对完善土地储备制度进行了探讨。

The land reserve system has been already established in most cities and counties of our country,although the implementation of land reserve has been made certain effect.However,as a new method of supplying land,the land reserve system faces the faultiness of law support.To perfect the land reserve system,this article discusses the relevant concrete system of land reserve,which include the perfecting of system about the layout of land utilization,defining the categories of public interests clearly,perfecting the system of government＇s land preemption.
