摘要
"985工程"是我国政府为打造若干所世界一流大学和一批国际知名的高水平研究型大学而实施的建设工程。引入经济管理学中的绩效管理理论,分析指出当前我国"985工程"建设中存在的主要问题是:政策目标难以落实;办学模式遭受严重冲击;"大学精神"缺失;高校出现"两极分化";验收评估流于形式。为进一步提高"985工程"建设绩效,需要根据学校具体情况,调整建设目标;平衡政府与高校的权利;回归大学本质;完善政府决策;科学发挥大学排名的引导作用。
In order to build several world-class universities in China,Chinese government launched a ＂985 project＂ several years ago.With the performance management theory of Economic Management,the paper discusses the main problems in implementing the ＂985 project＂,such as some policies concerning the project are hardly implemented,the lost soul and spirit of university.The paper put forward some suggestions to solve those problems how to balance the rights between universities and government.Universities should find the true nature of higher education.
