群体性事件的性质及其根源分析

群体性事件不能与违法或犯罪行为划等号,其产生有理论与现实的原因。解决群体性事件,并非是在形式上以高压手段完全消除群体性事件,而是要在宏观制度层面合理设置利益分配和协调机制,在机制设置上完善民主公开制度和诉求表达渠道,依赖民主选举监督制度规范公权力,改进矛盾协商解决机制。只有正确认识和解决群体性事件,才能最终促进社会全面、协调和可持续发展,从长远上解决社会长治久安的问题。

Because of the reasons arising from the theory and reality, group incidents and illegal or criminal activities must not be mentioned in the same breach. Instead of completely eliminating group incidents in form with high-handed measures, we must cope with the incidents by setting up a reasonable distribution of interests with the macro system; perfecting the democracy-open system and the way to recount with the establishment of mechanism; and setting civil-right standards relying on the democratic supervision of election so as to improve the mechanism for resolving contractions through consultation. When we have got a correct understanding for group incidents and resolve them we can finally promote all-round coordination and sustainable development of society, and what＇ s more, solving the problem of a long period stability in a long-term interest.
