On Transformation of the U.S Post-911 Counterespionage Work

冷战结束尤其是"9·11"事件后,美国反情报工作迎来了全新局面。首先,"战略反情报"是美国情报界对传统反情报工作的全新认识;其次,加快了反情报机构改革的步伐;此外,颁布了《国家反情报战略》。美国反情报工作转型表现出的主要特点是:站在国家安全全局的高度谋划反情报工作,强调战略性;运用积极手段开展反情报活动,突出进攻性;强调与时俱进发展反情报工作,凸显时代性;全方位多途径完善反情报工作,重视全面性。

A brand-new situation was brought to the U. S counterespionage work after the Cold-war, especially after 9/11 Event. Firstly, the U. S intelligence circle has got an entirely new cognition -the strategic counterespionage for the traditional one, then sped the reform of counterespionage institutions, and promulgated ＇State Counterespionage Strategy＇ The main characteristics of transformation of the U. S counterespionage work show that the counterespionage work, with the strategic emphasis, is planned concerning the overall situation of the national security; with offensive features, the work is conducted by taking the active measures; with the obvious characteristic of the age, it is developed by keeping forward with the time; it is also improved in all-round ways by giving priority to general situation.
