长株潭“两型社会”人才政策制定研究

A Study of Policy-making for Talented People in Changsha-Zhuzhou-Xiangtan—the "Two-oriented Society"

人才是国内外城市群崛起和发展的最重要的因素。长株潭城市群的崛起和发展必须重视人才的作用。要重视人才的作用,必须制定激励人才脱颖而出的科学政策。长株潭"两型社会"人才政策制定的原则和依据,必须从四个方面着手:一是认识到优秀人才对长株潭城市群发展的重要性;二是要准确摸清长株潭城市群的人才需求情况;三是要明确人才建设的总体战略目标和分阶段实施以及各类人才培养引进的分类战术目标;四是要制定科学合理的激励机制,以促使真正的人才脱颖而出。

Talented people play the most important role in the rise and development of urban agglomeration at home and abroad.So is the case of Changsha-Zhuzhou-Xiangtan Urban Agglomeratioo.Scientific policies must be formulated to encourage talented people to come to the fore.The principles and basis of policy-making for talented people should comply to the following four aspects in Changsha-Zhuzhou-Xiangtan—the＂two-oriented society＂（energy-saving and eco-friendly）：1）To realize the importance of outstanding personnel in the development of Changsha-Zhuzhou-Xiangtan Urban Agglomeration;2）To investigate the manpower demand;3）To specify the overall goal of the talent cultivation and classified aim of training and recruiting human resources at different levels;4）To promote the real talents come to the fore under the formulation of a scientific incentive mechanism.
