To make comprehensive arrangement for urban-rural grass-root Party construction,at certain stage of the development of economy and society in China,is a necessary requisition for the Party construction career.It is not only an important practical issue,but also a serious theoretical subject.Its promotion and progress demands the accumulation of Party construction experiences,highlighting the mechanism innovation of setting up urban-rural grass-root Party organizations in terms of managing Party member education and perfecting the organizing work for grassroot Party organizations.Moreover,to streamline the setting up of Party branch,the connection between Party members and grassroot Party organizations and the vitality of the grassroot Party organizations.
