社会工作在加强社会管理方面有着重要意义,在社会管理体制改革中引入社会工作制度,可有效承接从政府剥离出来的社会服务职能,促进政府与非政府组织、人民群众的共同合作,弥补政府在执行社会福利制度以及在公共服务、管理方面针对性差、灵活性不足、人性化服务不到位的不足,促进社会的和谐发展。

Social work is a critical constitution of society administration. Therefore social work mechanism being introduced to society administration system will effectively help to carry on the service functions separated from the government, and improving the co-operation among government, NGOs and the masses. It will also remedy the insuf- ficiency government＇s welfare administration and humanized service, which will eventually promote the harmony of the whole society.
