矿产资源开发对失地农民可持续生计影响分析——以普光气田开发为例

A CASE STUDY ON PUGANG GAS FIELD:AFFECT OF MINERAL RESOURCES DEVELOPMENT TO LAND-LOST PEASANTS' SUSTAINABLE LIVELIHOODS

本文运用可持续生计分析框架,利用普光气田实地问卷调查与深度访谈数据,研究分析矿产资源开发对失地农民生计影响问题。研究发现,矿产资源开发对失地农民的收入与支出、基本保障与防护性保障、人力资本与就业、社区环境、生态环境、利益补偿等方面产生负影响,从而导致失地农民生计资本负增长,可持续生计能力弱化。本文提出健全资源利益分享法规、设立矿业社区合作治理委员会和建立利益分享机制,以提升生计资本积累能力,实现失地农民生计可持续发展。

This paper,based on site questionnaire and survey data of Puguang gas field,studies the affect of mineral resources development to land-lost peasants＇ sustainable livelihoods.The development of mineral resources has an impact on their income and expense,basic living guarantee,human capital and employment,social environment,ecological environment and benefit compensation,which will result in a decrease in livelihood cost and weakening sustainable livelihoods.This paper presents suggestions increasing livelihood capital aggregation capability and materializing sustainable development,which include optimizing benefits sharing regulations,setting up mining community committee,and establishing benefits sharing mechanism.
