A Summary of the Theories on and Practice of the Evaluation of Administrating Capacity of the Local Governments at Home and Abroad

地方政府在我国社会主义现代化进程中起着极为关键的作用,对地方政府执政能力的评价是推动地方政府执政能力建设的必要条件。从地方政府执政能力的内涵和特征出发,对国内外关于地方政府评估的相关理论和实践进行梳理总结,以期对我国地方政府执政能力评估的开展起到一定促进作用。

Local governments play a key role during the course of China＇s socialist modernization.To evaluate the administrating capacity of local governments is an indispensable means to promote the improvement of the administrating capacity of the local governments.From the perspective of the connotation and characteristics of administrating capacity of local governments,this paper makes a summary of the theories on and practice of the evaluation of administrating capacity of local governments at home and abroad,attempting to push the execution of evaluating the administrating capacity of the local governments in our country.
