基于集聚优势的园区型循环经济产业链构建研究——以洛阳国家级高新技术开发区为例

A Study on the Establishment of Industry Chain of Circular Economy in Industrial Park on the Basis of Centralized Advantages——Take Luoyang National New & High Tech Industry Development Zone as an Example

以洛阳国家级高新技术开发区为假设载体,通过对洛阳高新区构建循环经济产业链的优劣势分析,阐述了洛阳高新区构建循环经济产业链的基本原则,构建了洛阳高新区总体循环经济产业链和循环经济分产业链,并从区内循环经济型企业建设、建立健全区内循环经济发展规划和管理制度、严格实行企业准入制度、加强发展循环经济产业链的监管以及科技支撑体系建设等方面对洛阳高新区循环经济产业链的构建提出了政策支持措施。

Taking Luoyang National New High Tech Industry Development Zone as a supposed carrier,this article analyzes the advantages and disadvantages of establishing industry chain of circular economy in the zone.By analysis,the article presents a generalized chain of circular economy and the sub-industry chains for the zone in Luoyang as well.And then,the article suggests some policy-supporting proposals on how to establish the chain including developing circular economy enterprises within the zone,building and perfecting the zone development planning and management system of circular economy,strictly implementing enterprise access system,strengthening supervision and developing technology support system and so on.
