我国大学生村官政策执行中存在的问题及其解决对策

我国大学生村官政策是国家在新农村建设背景下出台的,它对加强新农村建设、缓解大学生就业压力具有积极意义。但是,大学生村官政策在执行的过程中,由于受到政策本身、目标团体、政策执行人员、执行机构以及政策环境等因素的影响,使得该政策的执行和预期相比存在一定的偏差,影响了政策的权威性和完整性。从政策执行的影响因素谈起,指出了大学生村官政策执行中存在的问题,并提出相应的解决路径以推进大学生村官政策的有效执行。

The policy of University Student Village Officer is put forward against the background of the new rural reconstruction,which has a positive meaning in strengthening the construction and relieving the employment pressure for college students.But certain deviation appears in the executing process of the policy due to the inadequacy of the policy,the target group,policy executive,executive body and policy environment and so on.So the effect of the policy is somehow not as desirable as it should be,and the authority and integrity of the policy is therefore affected.Beginning from the influencing factors in the policy executing,the paper goes on to expose the problems found in the policy execution of University Student Village Officer,and the corresponding means to facilitate the effective execution of this policy is proposed.
