采用成本分析界定了铁路外部环境的污染；并且分析了铁路外部环境成本的构成，以及铁路外部环境成本内在化的措施。
The environmental pollution from railway closely contracts with the present and future development of railway. Therefore we will measure the pollution with railway external envirorunenul cost and intemalization So that we can reduce the pollution and take good advantage of railway transport: tLhe relative external environmental cost is lower thatn some other transport.
