消除农民贫困事关三农发展的全局．后金融危机时代的农民贫困问题再次成为社会各界关注的焦点．如果不能妥善处理好消除农民贫困的问题，不仅影响农业、农民和农村发展，而且对国民经济发展和社会稳定带来不利影响．因此，要大力增加农民工资性收入，加强基础设施建设，提高农村经营管理水平，稳定农产品价格，完善农业风险防御体系，加大农村人力资本开发力度，健全农村社会保障体系，加快都市农业发展，引导农民发展二三产业，完善农业支持保护体系，发展现代农业，提高农业的社会化服务水平，加快农村城镇化进程．

Elimination of poverty among farmers matters much to the agriculture, countryside and farmers. Farmers＇ poverty in the post financial crisis era has once again become the focus of the whole society. If this issue can not be properly handled, it not only affects the agriculture, farmers and the rural development, but also affects the national economic development and adversely affects the social stability. Therefore, the following suggestions are made： to greatly increase farmers＇ income, to strengthen the infrastructure construction, to improve the management level in the rural areas, to stabilize the prices of agricultural products, to perfect the agricultural risk defense system, to develop the human capital investment in the rural areas, to improve the rural social security system, to accelerate the development of urban agriculture, to guide the farmers to develop the secondary and tertiary industries, to improve the agricultural protection system, to develop the modern agriculture, to improve the level of agriculture, social services, and to speed up the urbanization process.
