教学督导是一项基本的教学管理制度，科学构建高职教学督导体系，进行有效的组织运行，是高职院校实施教学质量监控的一项重要内容和有效手段．通过对目前高职院校院系两级教学督导体制运行中存在问题的分析，提出构建和完善院系两级教学督导体制的思考．

Instructional supervision is a basic teaching management system, a scientific and effective instruction supervision system is an important content and approach in the implementation of teaching quality monitoring. This paper gives an analysis o f the existing problems in the practice and operation, and puts forward the approach to constructing and perfecting the instructional supervision system from college and department.
