摘要
在对碳减排驱动力进行分析的基础上,提出了基于"双线一控"(DBOC)的碳减排方案,对其配套制度与推进机制进行了分析和探讨,并以中国省区为例,基于DBOC的碳减排方案进行了计算和分析,提出了建立国内各省区间的碳减排激励机制新的思路和方法,为我国在国际气候谈判中获得更大的主动权提供借鉴和参考。
On the basis of analyzing the driving force of carbon emissions reduction, a new carbon emission reduction scheme based on ＂Double Baseline One Cap＂ （DBOC） was proposed. Its supporting system and promoting mechanism for DBOC were analyzed and discussed. Taking the provinces of China as a case study, the DBOC scheme were calculated, which provided a reference for the unification of domestic and international carbon reduction scheme research and establishment.
