城市轨道交通应急管理能力建设研究

On Emergency Management Capability of Urban Rail Transit in China

随着我国城市轨道交通建设与运营规模的日益扩大，城市轨道交通所面临的事故灾害形势越来越严峻，因此，加强我国城市轨道交通事故灾害的应急管理能力建设意义重大。通过对我国城市轨道交通应急管理现状的分析，总结出目前在机构协调、政策配套、信息共享、防灾意识等方面的不足。针对这些问题提出了我国城市轨道交通应急管理能力建设的政策建议。

The scale of urban rail transit construction and operation in China is expanding very quickly, inevitably the calamities caused by rail transit accidents are increasingly severe. Therefore it is of great significance to strengthen the emergency management capability against the calamities. This article analyses the present situation in China, especially the deficiencies existed in institutional coordination, supporting policy, information sharing, and in the awareness of precautions against calamities, offers some suggestions to strengthen the emergency management capability in urban rail transit of China.
