矿产资源利用水平考核指标体系

Assessment index system for utilization level of mineral resources

为了定量评价矿产资源利用水平,提高矿产资源利用效率,提升矿政管理水平,采用国际上通用的多指标评价方法,构建了矿产资源利用水平考核指标体系。以科学发展观为指导,坚持系统性与层次性相统一、核心指标与综合指数相结合的原则,根据矿产资源利用水平受多方面因素影响的客观实际,采用德尔菲法进行核心指标及权重的确定,目标值法无量纲化数据,线性加权法得出综合指数。实证表明:依据该体系对辽宁省的一些矿种和矿山企业进行考核,可以定量评价矿产资源总体利用水平。

In order to assess quantitatively utilization level of mineral resources, improve utilization efficiency of mineral resources, promote administrative management of mineral resources, multi-index assessment commonly used worldwide was adopted to construct an assessment index system for utilization level of mineral resources. Based on scientific development concept, integration of system and hierarchy, combination of core index and comprehensive index, various factors for mineral resources utilization, Delphi method was adopted to determine the core index and weight, objective performance criteria was used to conduct dimensionless process of data, linearity weighted method was taken to get comprehensive index. Results indicate that the check of various minerals and mining enterprises of Liaoning by this system can assess quantitatively general level of mineral resource utilization.
