农村土地使用制度改革探析

Use system reform of rural land

针对土地存在着耕地面积逐步递减,土地质量蜕化,农业整体效益不高等方面的问题,从中国土地的使用制度出发,探讨农村土地使用制度的建立和改革,对一些从未涉足的盲点,和短时间无法解决的难点问题进行了分析,据此提出中国耕地面积保证自给自足设想。为实现该目标,对如何提高土地的质量,最大限度地提高土地的使用效率,通过对目前国家有关土地使用制度和具体国情分析,提出一些适合农村土地改革的思路,展望了改革的前景。

In view of problems in gradual decrease of arable land, degeneration of land quality, overall low efficiency of agricultural industry, based on land use system of China, discusses were conducted of the establishment and reform of rural land use system and analyses were made of some blind spots and difficult problems that can＇t be solved in a short time. Accordingly, a conception was pointed out to ensure self-sufficiency of China＇s arable land. To reach the goal of improving land quality and maximizing land use efficiency, based on current situation of China and its land use system, some ideas for rural land reform are pointed out and prospects for reform are foreseen.
