项目总控模式在经济适用房建设中的应用

Application of project control mode in the construction of affordable housing

为了解决经济适用房政策从制定到实施的十来年所暴露出来的一些亟待解决的问题,采用引入项目总控模式的方法,解决了经济适用房的"不适用"、"不经济"、"物业管理水平跟不上"等突出问题。研究结果表明:项目总控的引入,可以弥补政府和房地产开发企业之间信息不对称的缺陷,提高政府监管的专业化水平和效率。该模式能够协助政府部门更好地做好经济适用房建设工作,使其更务实地实现政府的惠民效应。

In order to solve problems in the making and implementation of affordable housing policy in the last decade, project control mode was brought in. It solved major problems labelled as ＂not applicable＂, ＂not economical＂, and ＂poor property management＂. Study shows that the introduction of project controlling could make up for the information asymmetry between government and the real estate enterprises and improve the professionalization and efficiency of government supervision. This mode can assist government departments to better the construction of affordable housing so as to realize government＇s citizen benefitin~ policy.
