招标控制价条件下投标人行为分析及对策

Discussion to bidder's behavior in the ristriction of tender controll price

招标控制价是2008版《建设工程工程量清单计价规范》中提出的招标过程中的控制价格的新标准。招标控制价的出现对规范招投标行为起到了一定的作用。但是引发了投标人不按实报价的新问题,本文通过分析其原因,提出若干对策,希望能减少该问题的出现。

Code of valuation with bill quantity of construction works provides the tender controll price as a new standard in bid.Although It can ragulate the bid in a certain extent,but it produces new problems such as the unreal bid price.Bidder＇s behavior is discussed and some countermeasures are put forward to reduce these problems.
