摘要
结合我国铁路客运专线及新建铁路项目的需要,依据相关法律法规,综述铁路客运专线及新建项目实施开通运营前的安全评估的基本要求,包括开展安全评估的基本条件、组织机构、主要内容、流程及基本方法等,同时论述了客运专线及新建铁路项目的安全评估在竣工验收中的重要作用。
Combining with the need of construction of passenger dedicated railways and new railway projects, and based on related laws and regulations, the author comprehensively reviews the basic requrements on safety evaluation befor opening for operation of passenger dedicated railway and new railway projects. including the basic conditions, organization, main contents. procdure and primary methods of carrying out safety evaluation, meanwhile,the author discusses the importance of safety evaluation in the final assessment and acceptance of completed passenger dedicated railways and new railway projects.
