The US committed to be consistent with opening and non-discrimination principles on China.This is a piece of good news for the Chinese enterprises which try to explore the overseas markets.Now the problem is:which sector could they invest in? China's investments in the US stocks are far higher than its direct investments.According to the data issued by the US Department of Treasury,China held USD 1,611 trillion of American stocks.The cash flow of Chinese FDI in the US rose to USD 900 million in 2009,and the accumulation increased to USD 3,300 million.It is surprising that the FDI between these two great economies was so little.Some argue that the strict censors of the US have restrained the Chinese investment.But they may overlook another way to invest in America.In the US,the state governments can make decisions independently in many sectors.Many state governments are attracting Chinese investments with a lot of preferential policies,such as low-cost land,tax cutting and free training.If Chinese investors seek for support from them or their agencies in China,they may lower the risks and costs in the US market.
