Dynamic control range is the foundation of normal elevation dynamic operating. Taking Biliuhe Reseroir as background, this paper firstly analyzes the urgency and practicability for Biliuhe Reservoir using flood forecast control mode. The detailed steps of designed net rain, flood operating and operating rule are introduced. The research progress not only provides practical tool for Biliuhe Reservoir, but also can be referenced by other related reservoirs.
