做好基层信访工作必须坚持"五抓",必须把落实各级领导责任作为信访工作的根本来抓;必须把重要时期维稳作为信访工作的重点来抓;必须把矛盾纠纷排查化解作为信访工作的关键来抓;必须把解决突出问题作为信访工作的核心来抓;必须把高度关注弱势群体作为信访工作的基础来抓。做好了"五抓"就能达到构建和谐企业、和谐社会的目的。

When dealing with the complaints and advices from citizens, the relevant department has to make leaders of all levels accountable, address the most concerned problems, mediate in and settle conflicts and in particular see to the needs of the disadvantaged while maintaining the peace in companies and the society.
