加强山西同朔地区村级党组织建设的调查研究

The Survey on Strengthening the Village-level Grassroots Party Construction in Datong and Shuozhou of Shanxi Province

山西同朔地区村级基层党组织在组织建设方面存在党员年龄老化,党源枯竭,机构设立不健全,党组织领导干部的选举有漏洞等问题;在思想理论建设方面存在民主意识不强,教育、培训工作欠缺的问题;在执政能力建设方面存在带领村民致富能力欠缺,依法执政能力低下的问题;在廉政建设方面存在村务、党务公开程度欠透明化,开展述职述廉工作比较局限的问题。加强山西同朔地区村级党组织建设,必须不断壮大农村党员队伍,整合农村党组织设置;加强村级基层党员的学习和教育;增强村级党组织驾驭市场经济的能力,依法执政的能力;强化廉政理念,增强村级基层党组织民主管理。

The village-level grassroots party construction in Datong and Shuozhou of Shanxi Province has many problems.There are aging members,the party source depletion,agencies establishment imperfect,the party leadership election＇s loophole in organization construction.There are lack of the sense f democracy,education and training in ideological and theoretical construction.There are poor abilities to lead the villagers to get rich and to govern according to law in the ruling ability construction.There are less degree of transparency on Village and Party affairs and more limitation on carrying out the work of Honest and Clean.In order to strengthen the village-level grassroots party construction in Datong and Shuozhou of Shanxi Province,we should grow ranks of party members in rural areas,integrate rural party organizations,strengthen grass-roots party members＇ learning and education,enhance village-level party organizations＇ ability to grasp the market economy and to govern according to law,strengthen the integrity concepts,enhance democratic management of village-level grassroots organizations.
