摘要
逼农民"上楼"冲击了农村的家庭承包制,但它却直接推动了农村土地的集约经营,似乎加速了农村经济的发展。事实上,直接推动集约经营存在着许多消极因素,包括影响国家稳定、威胁粮食安全、扩大贫富差距及降低农民生活水平等。农村土地的集约经营需要在机械化水平逐步提高和农村合作经济不断扩大等前提下,在条件成熟的地区稳步进行发展。
Forcing farmers to ＂go upstairs＂ had a big impact on household contract system in rural areas,but it promoted intensive operation of rural land directly,and it seemed to accelerate the development of rural economy.However,there are many negative factors in promoting intensive operation directly,including threatening national stability,imperiling food security,increasing the gap between rich and poor,decreasing living standard etc.Only by the premise of gradual improvement of mechanization level and constant enlargement cooperative economy can we develop the intensive operation steadily.
