政府加大民生支出对农村居民消费的影响

Discussion on the Influences of Government's Increasing the Expenditure for People's Livelihood on Rural Residents' Consumption in China

自从2004年国家在农村实施新政以来,政府加大了在教育、医疗等民生方面的财政支出,以提高农村居民消费水平为其重要目标之一。我们的实证研究发现,加大财政教育、医疗支出的确在促进农村居民私人品消费方面起着明显的作用,而在减轻农村居民私人教育、医疗支出方面的效果还不是很明显。

Since Chinese government has complemented＂new policies＂in rural area in 2004,the government has increased fiscal expenditure in education,medicare and other people＇s livelihood aspects,one goal of the policy is to increase rural residents＇ consumption level.However,the empirical study shows that increasing fiscal expenditure in education and medicare plays an obvious role in promoting rural residents＇ private goods consumption indeed,but its effect in reducing rural residents＇ expenditure in private education and medicare is not obvious.
