论权力运行的道德法则

The Moral Rules of Power Running

任何权力都要遵守"道路规则",这一点中外许多思想家早有论述。但在阶级社会,人们往往倾注于对理论原则的阐释,对"是什么"的问题关注较多,而对于"为什么"的问题却置于边缘化境地,以致提出的诸多权力道德准则成了空洞的语言号角。事实上,权力运行的道德准则,不仅仅要解决"是什么",更要解决"为什么"。现代社会,权力运行必须遵循勤、诚、廉、公的道德准则。"勤政"是权力道德的逻辑起点,"廉明"是权力运行最基本的道德要求,"诚信"是权力赢得社会信任的最基本条件,"公正"则是权力运行的根本价值指归。权力运行只有遵循以上"道路规则",权力之舟才能走向人间至善。

Any power must be complied with ＂rules of the road＂,which has long been discussed by many thinkers abroad.But in class society,people tend to be focused on the theoretical principles of interpretation,the ＂what＂questions concern more,but the ＂why＂ questions are put in the marginalized,so that the power proposed code of ethics into the many empty language horn.In fact,the power to run code of ethics,is not only to solve the ＂what＂,but also to solve the ＂why＂.In modern society,the exercise of power must follow diligence,sincerity,integrity and justice code of ethics.＂Diligence＂ is the logical starting point of moral authority,＂sincerity＂ the most basic moral demand of power,＂integrity＂ the power to win the most basic condition of social trust,＂justice＂the fundamental value of the power to running.Only by following the exercise of power according to ＂rules of the road＂can the boat of power be steered to perfection in the human world.
