保外就医是刑罚执行的一种特殊情况,由于保外就医监管工作的松懈,致使其不能体现刑罚的惩罚、改造与预防的目的,司法机关的司法权威受到公众的质疑。因此完善罪犯保外就医监督制度是完善我国刑罚执行体系的需要,也是构建和谐社会、法治社会的需要。

Medical parole is a special situation for penalty enforcement.The slackness in the supervisory work brings about the inability to realize the purposes of punishing offences,correcting offenders or preventing crimes,and the situation that the judicial power of judicial organs is being questioned by the general public.Therefore,it is necessary to improve the supervisory system of medical parole before China’s penalty enforcement system can be made perfect.The improvement is very necessary for us to build a harmonious and rule-of-law society.
