关于廉洁文化建设指导思想、目标要求的思考

On the Guiding Ideology and Goal of the Honest Cultural Construction

社会主义廉洁文化建设,必须坚持以马列主义、毛泽东思想和中国特色社会主义理论体系为指导。坚持这一指导思想,必须把握好以下三个方面:一是坚持以社会主义荣辱观为主线,二是遵循社会主义文化建设的发展规律,三是注重体现时代性,把握规律性,富于创造性。社会主义廉洁文化建设,其总体目标表现在两个方面:一是社会成员个体的思想道德素质得到提高,廉洁自律意识得到增强;二是社会整体形成"以廉为荣,以贪为耻"的廉洁文化氛围。

Socialist honest cultural construction must be developed under the guidance of the marxist-lenining, Mao Zedong thought and the system of socialist theories with Chinese characteristics.This guiding ideology includes the following three aspects：the first one is to regard the socialist sense of honor or disgrace as the main line,the second is to follow the developing law of the socialist culture construction, the third is to put emphasis on temporal spirit,to grasp regularity and to be creative.The goal of socialist honest cultural construction includes two aspects as follows：to improve the moral quality and self discipline consciousness of civilians,to form the honest cultural atmosphere of ＂taking incorruption as the honor and corruption as the shame＂.
