摘要
Malmquist TFP指数能够较好地测度高校科研活动的生产绩效,而且有助于探讨这种绩效演变的源泉。以数据包络分析法为基础,运用面板数据来确定高校科研活动的生产前沿,改善这一分析框架,并以2003-2007年间中国各省的高校科研活动为例进行实证分析。其结论表明:在我国各省的高校科研活动中,普遍低下的技术效率总体上呈恶化趋势,但也存在明显的追赶效应;技术水平基本上都经历了一个逐步放慢的提高过程;全要素生产率具有较大的省际差距,但此差距在逐步缩小;技术进步是高校改善科研绩效的主要原因,而其恶化的根源在于技术效率降低。
The index of Malmquist total factor productivity can measure university and college's scientific research performance well,and it is helpful to explore the origin of the performance evolution.This paper improves the analysis frame by establishing the production frontier of university and college's scientific research with panel data,and gives an empirical analysis about the scientific research in Chinese universities and colleges between 2003 and 2007.The results are as follows: the technology efficiencies of the scientific research in Chinese universities and colleges were low on the whole,and there existed a deteriorate catching up course;the technology levels were all improved with a decreasing rate;there existed a larger provincial disparity among the total factor productivities with a gradual reduction.The improved scientific research performance was caused by technology progress,and the deteriorated scientific research performance was caused by the decrease in technology efficiency.
