摘要
抚河流域“９８．６”洪水，唱凯堤周博巷堤段发生洪水漫顶重大险情，说明该工程抗洪能力低，相关防洪工程建设滞后，防汛非工程措施亦不得力．因此，必须改变这种状况，加快防洪工程建设，提高工程抗洪能力，完善防汛非工程措施，提高该地防汛工作整体水平．
The “98.6” flood of Fuhe basin made the Zhouboxiang's reach of Cangkai dike overtop.This made known the engineering low flood control capacity,bad flood control engineering construction and non engineering measurement.So we must change this situation,fasten the engineering construction of flood control,improve the flood control ablility of engineerings and non engineering measurement.
