摘要
义务教育师资均衡配置是义务教育均衡发展的关键。本文在对近百位县市教育局长问卷调查、访谈和座谈的基础上,指出:县域义务教育师资均衡配置执行效果一般;县域师资配置不均衡;存在增量流动、城乡交流和组织内部流动三种师资均衡配置模式。义务教育师资均衡配置政策执行受到教育行政部门人事管理权限有限、政策工具使用单一和非正式制度规约等方面阻碍,建议从目标、运行和保障三个方面建立系统化的义务教育师资均衡配置的政策体系。
Balanced Distribution of Staff in Compulsory Education is one of the key issues of the balanced development of compulsory education.On the basis of questionnaire,interview and symposium of approximate hundred directors of county education bureau,the research finds the result of implementation of balanced distribution of staff in county compulsory education is common,the distribution of staff in county is unbalanced,there are three models of balanced distribution of staff: added staff mobility,city-country exchange and inter-organization mobility.The implementation of balanced distribution of staff in county compulsory education is influenced by the limited power of personnel management in educational administration bureau,the singleness of policy tools usage,the difficulty from the aspect of informal institutions.As a result,we suggest establishing the systematical policy of balanced distribution of staff in county compulsory education from aim,operation and assurance.
