摘要
建设项目后评价是建设项目决策和管理的一种手段,是建设项目基本程序必不可少的一项内容。长期以来我国政府投资项目后评价工作在实际项目运行中积累了一系列的问题,急需提出相应的对策,以提高我国政府投资项目的工作成效。在文章由项目后评价国外发展现状、趋势及其规律入手,联系我国项目后评价发展现状,研究了我国政府投资项目后评价中出现的机构、资金、法律保障等各方面的问题,提出了一系列完善我国项目后评价工作的解决方法。这些解决方法,旨在不断帮助我国政府投资项目后评价工作的开展。
Post-evaluation for government investment projects is a decision-making and management method and a necessary procedure for construction projects. The issues have been accumulated in practical post-evaluation process for Chinese government and the correspondent strategies are needed to improve the effectiveness of government invest projects. This paper introduced the overseas development, trends and rules of post-evaluation. According to the domestic development situation of post-evaluation, the paper pointed out the problems in organization, financial and legal security of the investment projects. The solutions were proposed for the improvement of the construction project post-evaluation system and the post-evaluation work for the government investment projects.
