Social enterprise is a kind of new organization which conducts business transactions for realizing the set social goals and sustainable development. Social enterprises have the dual characteristics. They played an irreplaceable important role in solving social problems, improving public service, promoting sustained economic development, and encouraging social integration. They made up of the gap creatively what caused by insufficient functions of government and traditionally intrinsic defects of profit organizations and non - profit organizations. The aim of the essay is to explain the meaning of social enterprises, ex- plore the rising background, and analyze the significance and role of their development. The research will help us gain a deeper understanding of their nature, clarify the similarities and differences with other organizations, and create a good environment to promote their development in China.
