杭嘉湖地区水资源核算试点研究初探

A Pilot Study on Water Resources Accounting in Hang-Jia-Hu Area

水资源核算对建立综合环境经济核算、完善现代水利统计体系和加强水资源统一管理具有重要意义.通过对浙江省杭嘉湖地区水资源的核算,完成了实物量供给使用表、排放账户、混合账户、资产账户、质量账户的编制,建议进一步完善水利统计制度,加强取水、排水、中间消耗的计量和监测,并建议数据采集分类进一步细化,以反映国民经济各行各业的水资源使用全过程.

Included in the System of National Accounts（SNA）,the factors of water resources and water environment and the establishment of water resources accounting statistical system play an important role in macroeconomic development decisions.Water resources accounting,based on framework of integrated environmental and economic accounting,focuses on water resources itself and the water related economic activities,which is meaningful to the establishment of integrated environmental and economic accounting,as well as the modern statistic system and water resources management.Research progress in water resources accounting and its basic conceptions and framework are introduced in this paper,combined with pilot study on water resources accounting in Hang-Jia-Hu Area in Zhejiang Province,and some physical terms of water resources accounting are also mainly discussed about.
